I searched for this issue and found out that horizontal scroll on the web is not supported on the new version of flutter. Even in some Google products such as Gmail, this feature is not usable. Thus if the axisCount is 1, then all items will be display in 1 line only, but if it's 4, they will be display in 4 lines, which with 4 children in your example is not enough to cause overflow outside of Viewport and enable scrolling.
